The introduction in April 2008 of new empty property rates legislation in England and Wales, coinciding with the downturn in the economy has ensured, owners, occupiers, developers and landlords now have additional property costs for any properties that are wholly or partly vacant. However there are methods that may help to mitigate, such as those below.

• Intermittent occupation
• Charitable occupation
• Occupation prohibited by law
• Incomplete build or refurbishment
